जनसुविधा प्रतिनिधियों को सरयू राय का मंत्र: संपर्क, समस्या और समाधान
श्री दर्पण न्यूज, जमशेदपुर : जमशेदपुर पश्चिम के विधायक सरयू राय ने अपने जनसुविधा प्रतिनिधियों को “संपर्क, समस्या और समाधान” का मंत्र दिया है. श्री राय ने उन्हें निर्देश दिया कि वे प्रत्येक दिन कम से कम एक घंटा का समय क्षेत्र में संपर्क के लिए दें, समस्या की पहचान करें और समाधान का प्रयास करने के लिए प्रशासन और नगरपालिका पर दबाव बनाएं. यहां जारी एक बयान में सरयू राय ने जनसुविधा समितियों को यह निर्देश भी दिया है कि अपने क्षेत्र की सीमा में अधिक से अधिक नवयुवकों और नवयुवतियों को जनसुविधा समितियों से जोड़ें तथा सभी को विधायक कार्यालय का ह्वाट्सएप नम्बर और टॉल फ्री नम्बर दें ताकि वे अपने इलाके की समस्याओं के बारे में हम तक शिकायत पहुंचा सकें.
हर रोज एक घंटा क्षेत्र में दें जनसुविधा प्रतिनिधि
श्री राय के अनुसार, वास्तव में जमशेदपुर का प्रत्येक व्यक्ति अपने आपको अपने अपने इलाक़ा का जनसुविधा प्रतिनिधि समझे और जनसुविधा समिति से जुड़ें ताकि हम सब मिलकर समस्याओं का समाधान में अपनी भूमिका निभाएं और संपर्क, समस्या, समाधान का हिस्सा बनें.श्री राय ने कहा कि उनके पास मानगो से मानगो पेयजल परियोजना परिचालन के बारे में और जमशेदपुर की बस्तियों के बाशिंदों से टीएसयुआईएल की पेयजल परियोजना से पेयजल आपूर्ति के संबंध में रोज़ाना शिकायतें मिल रही हैं. ये शिकायतें काफ़ी गंभीर हैं. मानगो की शिकायतें परियोजना परिचालन में विभागीय सुस्ती एवं लापरवाही के कारण हैं. बालीगुमा इलाक़े में 25 लाख रूपये एनएचआई को नहीं देने के कारण कठिनाई हो रही है जबकि इसके लिए सरकार ने आवंटन दिया हुआ है.

टीएसयुआईएल बस्तीवासियों से बड़ी राशि कनेक्शन चार्ज मांग रहा है. इनके कर्मी मनमाना राशि गरीब बस्तीवासियों से मांग रहे हैं और नहीं देने पर पेयजल का अवैध कनेक्शन काटने की धमकी दे रहे हैं. उन्होंने स्वयं ऐसी शिकायतें टीएसयुआईएल के अधिकारियों तक पहुंचाई है, पर इसका फलाफल नहीं निकल रहा है. इनके कर्मी अनाप शनाप नापी कर रहे हैं और 20-25 हज़ार रुपए कनेक्शन चार्ज के नाम पर मांग रहे हैं.
अधिक से अधिक नवयुवकों और नवयुवतियों को जनसुविधा समितियों से जोड़ें
श्री राय ने स्पष्ट किया कि टीएसयुआईएल पेयजल कनेक्शन चार्ज के रूप में बस्तीवासियों से व्यवहारिक राशि ले, फ़ाइन नहीं ले तो सभी बस्तीवाले कनेक्शन शुल्क देने के लिए तैयार हैं. एक भी पेयजल कनेक्शन नहीं कटेगा यह टीएसयुआईएल को सुनिश्चित करना होगा. बस्तीवासी भी इस बारे में सजग रहेंगे. उन्होंने कहा कि पेयजल और स्वच्छता हमारी प्राथमिकता है. यदि टीएसयुआईएल, पेयजल एवं स्वच्छता विभाग और मानगो नगर निगम इसे सुनिश्चित कराने में विफल रहेंगे तो इसका भारी विरोध होगा और जनआंदोलन होगा. कचरा उठाव में विफलता बर्दाश्त नहीं की जाएगी. संपर्क, समस्या, समाधान के माध्यम से जनसुविधा समितियां इसकी साप्ताहिक समीक्षा करेंगी और समाधान कराएँगी.
